Right now, contents.html and RELEASE.html both have links to ChangeLog,
and for good reason. I think it's an important part of the documentation,
and I really don't want it to go. I'd suggest either losing the top level
ChangeLog, or if that's inconvenient, put something in the Makefile to
copy ChangeLog to htdig/ when you run make.
