I had the same problem, therefore I added this warning...

Try
lslpp -l | fgrep bos.loc.iso.
.. and you should the names of the locales that are installed, something
like:
  bos.loc.iso.en_US 4.2.0.0 COMMITTED Base System Locale ISO Code

en_US should work if you need the ISO8859-1 codeset.

Look at the Info-Explorer page for setlocale
(info -t setlocale)
